A marketing ploy - they can save costs on each box by subtracting one bag, yet make it sound good by advertising the 19, which is of course, one more than 18... and was likely created by the guy who was supposed to measure the box to hold 20 packets, but made it too small... or am I reading too much into this??

to save money, rather than 20.
Maybe the take the 20th and give those to the staff for their tea breaks? Thirsty work counting to 19 over and over again! :)

excellent question! It must have to do with the size of the box that contains them all. But still, it's so odd.
