Malawi sent 3 athletes, none of them made it into medal contention.
As to the picture there doesn't appear to be anything there other than the walls. It makes me wonder if the project was started then funding ran out. I'm really not sure what the story is. I do know that last month I saw a very nice, new, van with the Olympic logo on the side, so perhaps there is a different site someplace.
